Not through standard printed vinyl, which is solid. For a view out, perforated one-way vision film lets people inside see the street while passers-by see your print. It works when it's brighter outside; after dark, with lights on inside, the effect reverses.

It can. Not every job needs an application, but where express consent is required the council's decision typically takes several weeks, and fitting typically waits until it is granted.
