Usually, with care. Gently curved glass, such as many van and car rear screens, is fine. On factory-tinted privacy glass the film adds to the tint, so the view out can become too dark; 50/50 film and a sample check first are sensible.

Water fills the holes, blurring the view from inside, while droplets scatter the printed image. Clear laminate over the film seals the perforations, so rain runs off and the view clears once the glass dries, which is why laminate is standard for long-term use.

In daylight, not easily: people outside see the print while you see out. After dark, with lights on inside, the film becomes see-through from the street and the image fades. For evening privacy, add blinds or use solid graphics in that area.
